1 미셸, 사랑하오. 지난밤, 온 나라가 저라는 사람이 얼마나 행운아인지 알게 되었다고 생각하오. 말리아, 샤샤 너희들은 나를 정말 자랑스럽게 만든다. 그러나 내일 아침에 학교 가는 것은 잊지 말아주렴. 그리고 조 바이든, 제가 바라 마지않던 최고의 부통령이 되어주셔서 진심으로 감사드립니다. 의장님, 저는 미합중국의 대통령 후보지명을 받아들이겠습니다.

 

2 2004년 전당대회에서 제가 처음으로 연설할 기회를 갖게 되었을 때, 저는 지금보다는 훨씬 젊은 사람이었습니다. 그때, 일리노이에서 온 한 상원의원 후보자는 희망에 대해 이야기했습니다. 현실을 외면한 낙관주의나 가능성이 희박한 희망적인 생각이 아닌 진짜 희망에 대해서요. 그러나 그 희망이 현재 어려움에 처해 있고, 불확실성에 처해있습니다. 그 어떤 역경 속에서도, 그 길이 아무리 길더라도, 이 나라를 전진시켜왔던 미래에 대한 결연한 신념이 말입니다.

 

3 8년 전의 그 희망은 지금까지 계속 시험대 위에 올라와 있습니다. 전쟁의 비용, 역사상 최악의 경제위기, 정치의 정체들이 우리가 맞닥뜨린 이 중대한 도전을 넘어설 수 있는지 여전히 의문을 표하고 있습니다.

 

4 대선 캠페인이라는 것은 작고 시시하고 심지어 가끔은 어리석어 보이기도 합니다. 사소한 일이 커다란 이슈로 유권자의 주의를 흐리기도 하고, 중요한 이슈는 정치적 표어에 갇혀 버리기도 합니다. 때로 진실이 돈과 광고의 쇄도에 가려져버리기도 하지요. 이런 제 말을 듣는 것이 지겨우실 수도 있습니다. 믿으실지 모르겠지만 저 역시 그렇습니다.

 

5 그러나 모든 것이 말해지고 행해진 뒤, 여러분이 기표용지에 도장을 찍을 시간이 다가왔을 때, 여러분은 여러분의 삶에서 가장 명확한 선택의 순간을 맞이하게 될 것입니다. 향후 몇 년 간 일자리와 경제, 세금과 재정적자, 에너지와 교육, 전쟁과 평화에 관한 중요한 결정들이 워싱턴에서 이뤄질 것입니다. 향후 수 십 년 간 우리네 삶과 우리 아이들의 삶에 커다란 충격을 줄 결정들 말입니다.

 

6 여러분은 단지 두 후보자, 혹은 두 정당 중 하나를 고르는 선택에 직면해있는 것이 아닙니다. 그것은 두 개의 서로 다른 미국의 길에 대한 선택입니다. 두 개의 근본적으로 다른 미래에 관한 선택입니다.

 

7 우리는 우리의 가치를 회복하는 싸움을 하고 있습니다. 세계에서 가장 튼튼했던 중산층과 가장 부강했던 경제를 만들었던 가치들, 제 조부님께서 패톤 장군(2차 대전 참전한 미국의 장군)의 군대에서 복무하며 지키고자 하셨던 가치들, 조부님께서 전장에 계실 때, 조모님을 폭격기 생산라인에서 밤낮없이 일하게 만드셨던 바로 그 가치들을 말입니다.

 

8 그들은 사무실의 한구석에서부터 공장바닥까지, 그들이 어디에서 일하건 관계없이 자신들이 무언가 더 큰 것의 한 부분이라는 사실을 알고 계셨습니다. 자신들이 바로 파시즘과 경기침체에 대항해 싸우는 국가의 일부분이라는 것을, 세계에서 가장 경쟁력 있는 제품을 생산하는 혁신적 사업체들이 있는 나라의 한 부분이라는 것을, 그리고 자긍심과 성공의 열매를 모두가 공유하는 나라의 중요한 부분이라는 사실을 말입니다. 제 조부모님들은 대학에 갈 수 있는 기회, 그들의 첫 번째 보금자리를 마련할 기회를 가졌습니다. 무엇보다 그들은 미국의 기본적 원칙, 즉 길거리에서든, 월 스트리트에서든, 워싱턴 DC에서든, 열심히 일하면 잘 살 수 있고, 책임감은 보상받고, 모두가 공정한 기회를 가지며, 모두가 자신들만의 공평한 몫을 분배 받고, 모두가 같은 규칙으로 세상을 살아가는 그런 원칙 속에서 그것들을 지켜내며 살아오셨습니다.

 

9 저는 우리의 이 기본원칙들이 무너지는 것을 두고 볼 수 없어 나섰습니다. 저는 미국의 좋은 일자리들이 해외로 옮겨가기 시작할 때, 공장 문을 닫은 지역의 한 제강공장 노동자들을 만나며 제 첫 번째 커리어를 시작했습니다. 그리고 2008년에 이르기까지 우리는 근 십 년간 장바구니 물가는 줄기차게 오르는 반면 봉급 상승률은 이에 따라가지 못하는 현상을 지켜보아야 했습니다. 주택자금과 학자금 마련을 위해, 차에 기름을 넣고, 식탁에 음식을 올리기 위해 점점 더 많은 빚을 내가며 말입니다. 그리고 지난 금융위기 때 주택가치가 폭락하며 수백만의 무고한 미 국민들이 그들의 일자리, 집, 그리고 평생에 걸쳐 쌓아온 저축을 잃어버렸습니다.

 

10 공화당 전당대회의 우리 친구들은 지금 미국의 모든 것이 잘못되었다고 말하는 데에 열을 올렸습니다. 그러나 그들은 그래서 그들이 그것들을 어떻게 바꿀 것인지에 대해서는 별로 말이 없었습니다. 그들은 그저 여러분의 표를 원할 뿐, 여러분이 그들의 계획에 대해 아는 것을 원하지 않습니다. 왜냐하면, 그들은 그들이 지난 30년 동안 내렸던 처방과 하등 다를 바 없는 정책밖에 내놓을 수 없기 때문입니다.

“흑자재정이라고? 세금을 줄여줘”

“재정적자가 심각해? 또 다른 걸 시도해 봐”

“경기침체가 올 것 같다고? 감세 한번 더 해, 몇몇 규제는 풀고, 그리고 다음날 아침에 우리에게 전화 줘”

 

11 저는 진짜 그것이 필요한 중산층가정과 중소자영업자들에게 감세조치를 취했습니다. 그러나 저는 백만장자들을 위한 추가적인 감세 안이 우리 일자리들을 지켜내거나, 우리의 재정적자를 보전해줄 것이라고 믿지 않습니다. 저는 교사들을 해고하고, 학생들을 재정지원리스트에서 줄이는 것이 우리의 경제를 성장시키거나 중국에서 유입되는 과학기술자들과의 경쟁에서 우리가 유리한 고지를 차지할 수 있게 해줄 것이라고 생각하지 않습니다. 월 스트리트에 취해진 규제의 빗장을 푸는 것이 영세자영업자들의 사업을 확장시키게 하거나, 정리 해고된 건설노동자들이 그들의 가정을 지키는 데에 이로울 것이라고 생각하지 않습니다.

12 저는 결코, 제가 보여드리는 길이 쉽고 빠르다고 거짓말하지 않겠습니다. 제가 여러분이 듣고 싶어했던 말만 했다면 여러분은 결코 저를 뽑아주시지 않으셨을 겁니다. 진실은 이렇습니다. 지난 수 십 년간 쌓여온 문제들을 해결하기 위해서는 앞으로 더 많은 시간이 필요합니다. 지금의 위기를 극복하기 위해, 우리는 공동의 노력, 책임감의 분담, 이번보다 더 심각했던 유일한 위기인 20세기의 대공황기에 루즈벨트 전임 대통령이 들였던 것 같은 과감하고 끈질긴 노력들이 필요합니다. 그러나 그의 정책을 수행하고자 하는 우리들은 반드시 기억해야만 합니다. 모든 문제가 또 다른 정부프로그램 혹은 워싱턴의 개입만으로 해결될 수는 없다는 것을요.

 

13 그러나 우리는 이것 또한 알고 있습니다. 우리는 우리가 맞닥뜨린 문제들을 해결할 수 있고, 우리가 직면한 도전들을 넘어설 수 있다는 것을요. 우리가 보여드리는 길은 어려운 길입니다. 그러나 그 길은 우리를 더 나은 곳으로 안내할 겁니다. 그리고 저는 여러분께 바로 그런 미래를 선택하자고 부탁 드리고 있습니다. 저는 여러분께, 우리나라의 목표들을 달성하기 위해 힘을 합치자고 말씀 드리고 있습니다. 제조업, 에너지, 교육, 국가안보, 그리고 재정적자와 관련된 목표들을 말입니다. 현실적이고, 실현 가능한 계획들만이 우리에게 새로운 일자리, 더 많은 기회를 제공할 것이고, 더 강한 기초 위에 우리 경제를 다시 세울 수 있게 할겁니다. 그것이 바로 우리가 앞으로의 4년간 할 수 있는 일이며, 그것이 바로 제가 미합중국 대통령 2번째 임기에 나서고자 하는 이유입니다.

 

14 우리는 더 많은 제품을 수출하고, 더 적은 일자리를 해외에 빼앗기는 미래를 선택할 수 있습니다. 우리가 무엇을 샀고, 무엇을 빌려 오는 지로 정의되던 지난 십 년이었습니다. 하지만 우리는 기본으로 돌아가 미국이 언제나 제일 잘해왔던 것을 할 것입니다. 우리는 다시 시작할 겁니다.

 

15 저는 더 이상 미국 자동차를 만들 수 없을까 걱정하는 디트로이트와 톨리도 (미국도시, 스페인과 동명)의 노동자들을 만났습니다. 그들은 지금 우리 자동차를 충분히 빠르게 만들고 있지 못합니다. 왜냐하면 우리는 죽어가는 자동차 업계를 재창조해냈고 이제서야 상황이 좋아지고 있기 때문입니다.

 

16 저는 또한 우리의 일꾼들이 봉급을 덜 받기 때문이 아니라, 우리가 더 좋은 제품을 만들기 때문에 미국에 일자리를 되가져오고 있는 경영자들과 함께 일했습니다. 왜냐하면 우리는 더 열심히 일하고 그 누구보다 뛰어나기 때문입니다. 저는 우리 회사들이 수백만의 고객들에게 더 많은 상품을 판매하도록 도와줄 무역협정을 체결했습니다. 자랑스러운 세 글자 ‘미국산’이라는 이름이 새겨진 상품들 말입니다.

 

17 지난 십 년의 쇠퇴기를 지나, 우리나라는 지난 2년 반 동안 50만이 넘는 제조업 일자리를 만들어냈습니다. 그리고 여러분은 지금 선택의 순간을 맞았습니다. 우리는 해외에 더 많은 일자리를 만들어내는 회사들에 세금을 감면할 것인지, 아니면 바로 이곳 미 합중국에 새 일자리를 만들어내고, 새로운 노동자들을 훈련시키며, 새로운 공장을 세우는 회사에 세금감면혜택을 줄 것인지 결정하는 선택 말입니다. 우리는 큰 공장들과 중소자영업자들이 그들의 수출을 두 배로 늘리도록 도울 수 있습니다. 그리고 만약 우리가 그 길을 택한다면 우리는 앞으로 4년 동안 또 다른 백만의 제조업 일자리를 만들어 낼 것입니다. 바로 여러분이 이를 이뤄낼 수 있습니다. 바로 여러분이 그러한 미래를 선택할 수 있습니다.

 

18 여러분은 우리가 우리의 에너지에 대한 통제력을 더 많이 가지는 미래를 선택할 수 있습니다. 연비 기준을 높여, 다음 십 년이 지나기 전에 우리의 자동차와 트럭이 1 갤런으로 지금보다 두 배 긴 거리를 운행할 수 있게 할 것입니다. 우리는 재생가능에너지 사용을 두 배로 높였고, 수 천명의 우리가 오늘날 풍력발전터빈과 보다 더 긴 수명을 가진 배터리를 만드는 일에 종사하고 있습니다. 작년 한해 동안에만, 우리는 기름 수입을 하루 백 만 배럴로 줄였습니다. 이는 최근 역사상 그 어떤 행정부도 해내지 못한 일입니다. 그 덕에 오늘날, 미합중국은 지난 20년의 역사 동안 외국에서 수입되는 기름에 가장 덜 의존하는 시기를 맞이했습니다.

 

19 이제 여러분은 이러한 진보를 거스를 것인지, 아니면 이것을 계속 해나갈 것인지 사이에서 선택해야 합니다. 우리는 지난 3년간 기름과 천연가스를 위해 수백만 에이커를 탐사했고 더 많이 찾아낼 겁니다. 그러나 제 경쟁자와는 다르게, 저는 정유회사들이 이 나라의 에너지계획을 그들만의 것으로 채우게 하지도, 우리의 해안을 망가뜨리게 하지도, 납세자들 모두의 공동재산에서 40억 달러를 거둬들이게 하지도 않을 것입니다.

 

20 우리는 더 나은 길을 제공하고 있습니다. 우리는 풍력과 태양열, 그리고 청정 석탄에 계속 투자할 것이고, 농부들과 과학자들이 우리의 자동차와 트럭을 위해 새로운 바이오 에너지를 개발하게 만들 것입니다. 또한, 건설노동자들과 공장들이 더 적은 에너지를 소비하도록, 바로 우리 발 밑에 있는 100년 분량의 천연가스를 개발할 것입니다. 여러분이 이 길을 선택한다면, 2020년이면 우리의 원유수입은 절반으로 줄어들 것이며, 천연가스 생산만으로 60만개의 새로운 일자리를 만들어내게 될 것입니다.

 

21 또한 저는 우리 지구의 온도를 높이는 온실가스를 줄이는 조치를 계속 취할 것입니다. 더 이상 기후변화는 먼 미래의 일이 아니라 우리가 지금 당하고 있는 일이기 때문입니다. 늘어나는 가뭄과 홍수, 들 불을 간과할 수 없습니다. 그것들은 우리 아이들의 미래를 위협하고 있습니다. 여러분은 이번 선거에서 이 문제들을 해결하기 위해 무언가를 할 수 있습니다.

 

22 여러분은 더 많은 미국인이 나이가 많든 적든 돈이 있건 없건 상관없이 새로운 기술과 능력을 습득할 기회를 얻을 수 있는 미래를 선택할 수 있습니다. 제게 있어 교육은 기회를 향한 문이었습니다. 미셸에게 있어도 마찬가지였습니다. 교육은 중산층의 삶에 있어 그 어느 때보다 더 중요해졌습니다.

23 우리 세대에 있어서는 최초로 거의 모든 주가 그들의 교육기준을 높이려는 우리의 요구에 응답했습니다. 최악의 여건에 처해있던 시골지역의 학교들이 수학과 독해 과목에서 더 이상 미국의 기준에 뒤쳐지지 않습니다. 수백만의 학생들이 오늘날 더 적은 비용으로 대학에 다니고 있습니다. 이 모두는 우리가 마침내, 은행과 대출회사들에게 낭비되던 수십억의 세금을 올바르게 사용하고 있기 때문입니다.

 

24 우리의 교육시스템을 망가뜨릴 것인지, 미국의 그 어떤 아이들도 붐비는 교실과 망가져가는 학교시설 때문에 그들의 꿈을 미루는 일이 없도록 할 것인지 사이에서 우리는 선택해야 합니다. 그 어떤 가정도 그들이 돈이 충분하지 못하다는 이유로 자녀의 대학진학을 포기하게 만들 수 없습니다. 그 어떤 회사도 필요한 기술을 가진 노동자가 고국에 존재하지 않는다 하여 중국에서 노동자를 찾게 만들어서는 안 됩니다.

 

25 정부는 교육에 대한 책임이 있습니다. 그러나 교사들은 여전히 학생들을 고양 시켜야 하고, 교장들은 그들을 이끌어야 하며, 학부모들은 자녀들에게 배움에 대한 열망을 불어넣어야 합니다. 그리고 학생들, 여러분은 열심히 공부해야겠지요. 여러분께 약속 드립니다. 모두 다 함께 노력하면 우리는 지구에서 제일 잘 배운, 제일 경쟁력 있는 나라가 될 수 있습니다. 앞으로 10년 동안 10만 명의 수학 과학 교사를 충원할 수 있게 도와주십시오. 그리고 영 유아 교육을 개선할 수 있게 해주십시오. 2백만의 노동자가 그들을 일자리로 직행시켜 줄 새로운 기술을 지역대학에서 배울 수 있도록 도와주십시오. 앞으로 10년 동안, 전문대와 종합대학들이 그들의 등록금 인상률을 절반으로 내릴 수 있게 도와주십시오. 우리는 이 목표를 함께 이룰 수 있습니다. 여러분은 미국의 미래를 선택할 수 있습니다.

 

26 여러분은 수많은 새로운 위협들과 도전들 속에서 시험 받고, 증명된 리더십을 선택할 수 있습니다. 4년 전, 저는 이라크전쟁을 끝내겠다고 약속 드렸습니다. 우리는 해냈습니다. 저는 9/11 당시 실제로 우리를 공격한 테러리스트를 잡아내겠다고 약속 드렸습니다. 우리는 해냈습니다. 우리는 아프간에서 탈레반의 활동을 무력화 시켰고, 2014년이면 우리의 긴 전쟁이 끝나게 될 것입니다. 뉴욕의 스카이라인을 바꿀 새로운 타워가 건설되고 있고, 알 카에다는 패퇴하고 있습니다. 그리고, 오사마 빈 라덴은 죽었습니다.

 

27 오늘밤, 우리는 여전히 전장의 포화 속에 있는 장병들을 생각합니다. 우리는 우리 나라를 더 안전하게 만들고 존중 받게 만든 그들의 숭고한 희생을 영원히 잊을 수 없을 것입니다. 우리는 절대로 당신들을 잊지 않을 것입니다. 그리고 제가 군 통수권자로 있는 한, 우리는 세계에서 제일 강한 군대를 유지할 것입니다. 당신들이 군복을 벗을 때, 당신들이 우리에게 봉사했던 것처럼 우리가 당신들에게 봉사할 것입니다. 이 나라를 위해 싸웠던 그 누구도, 그들이 고국에 돌아왔을 때, 직업을 찾기 위해, 살 곳을 찾아, 필요한 도움을 찾아 헤매게 해서는 안 되기 때문입니다.

 

28 전 세계에 걸쳐, 우리는 우리의 오래된 동맹을 굳건히 했고, 핵무기의 확산을 막기 위해 새로운 연합을 형성했습니다. 우리는 태평양 연안에서의 우리의 권위를 되찾고 있으며, 우리 노동자들의 권리를 보호하기 위해 중국과 마주 서 있습니다. 버마에서부터 리비아, 남 수단에 이르기까지, 우리는 전인류, 남성과 여성, 크리스찬과 무슬림, 유대인 모두의 권리와 존엄을 지키기 위한 노력을 해오고 있습니다.

 

29 우리가 해낸 이 모든 진보들에도 불구하고 여전히 도전들은 남아있습니다. 테러리스트의 음모는 반드시 척결되어야 합니다. 유럽의 위기도 봉합되어야 합니다. 이스라엘의 안보를 위한 우리의 헌신 역시 주저 없어야 하며, 이는 세계평화를 위한 우리의 노력에서도 마찬가지입니다. 이란 정부의 핵무기에 대한 야망에 저항하여 전 세계가 힘을 합쳐야 합니다. 아랍세계를 휩쓰는 역사적인 변화는 독재자의 철권통치나 극단주의자들의 증오에 의해서가 아니라, 우리가 오늘날 향유하는 ‘인간이 가진 똑같은 권리’를 가져야 마땅한 보통 사람들의 희망과 열망에 의해서 이루어져야 합니다.

 

30 우리는 선택을 눈 앞에 두고 있습니다. 제 경쟁자와 그의 러닝메이트는 대외 정책의 초심자들입니다. 그러나 우리가 봐오고 들어온 바를 종합하면, 그들은 미국에게 시련을 안겨줬던 엄포와 실수의 시대로 회귀하길 원합니다.

 

31 여러분이 아직도 냉전시대의 사고방식에서 벗어나지 못했다면 여러분은 알 카에다가 아니라 러시아를 우리의 주적으로 간주하고 있을 것입니다. 우리의 가장 가까운 동맹을 모욕하지 않으면서 올림픽에 참가할 수 없다면 여러분은 아직 중국과의 외교에 준비되지 않은 것입니다. 나의 경쟁자는 이라크전 종전을 비극이라고 이야기합니다. 또한 그는 어떻게 아프가니스탄 전쟁을 끝낼 것인지에 대해 이야기 하지 않을 것입니다. 저는 이라크 전을 끝냈고, 아프간 전쟁을 끝낼 것입니다. 우리의 합창의장이 원하지도 않는 군비확장을 제 경쟁자가 주장하는 동안, 저는 그 돈을 전쟁이 아니라, 우리의 부채를 감축하는데, 더 많은 사람들을 일자리로 되돌려 보내는데, 다리와 도로, 학교와 활주로를 더 많이 건설하는데 쓰겠습니다. 수천의 생명과 1조 달러가 넘는 비용을 희생해야 했던 두 차례의 전쟁을 끝내고, 이제 우리의 땅 이 곳에서 새로운 건설을 시작해야 할 때인 것입니다.

 

32 우리의 중산층을 망가뜨리지 않으면서 우리의 부채를 줄일 미래를 선택할 수 있습니다. 정부로부터 독립적인 기관의 분석에 따르면, 제 계획이 우리의 부채를 4조 달러까지 줄일 수 있다고 합니다. 지난 여름, 저는 하원에서 1조 달러의 지출을 줄이기 위해 공화당과 협력했었습니다. 왜냐하면, 정부가 국가 경제에 미치는 영향력이 상당하다는 것을 믿는 사람들은 부채감축을 위해 그 누구보다 열심히 일해야 하고 재정을 더 건강하고 효율적으로 만들어야 하며, 국민들과 더욱 잘 소통해야 하기 때문입니다.

 

33 제가 세제개혁에서 주장하는 것은 단순합니다. 연 소득 25만 달러 이상을 벌어들이는 가장 부유한 가계에 빌 클린턴 대통령 재임기와 같은 수준의 세금을 거둬들이는 것입니다. 우리 경제가 거의 2300만개의 새로운 일자리를 만들어냈고, 역사 상 가장 큰 흑자재정을 유지했으며, 수많은 백만장자를 탄생시켰던 그 때와 같은 세율 말입니다.

 

34 저는 여전히 제 초당파적인 부채감축위원회의 원칙에 기반한 계획을 공화당과 함께 실행하기를 열망합니다. 어떤 정당도 지혜를 독점할 수는 없습니다. 어떤 민주주의도 타협 없이 존재할 수 없습니다. 그러나 하원에서, 주지사 롬니와 그의 우군들은 초 부유층에게 또 다른 감세를 해줌으로써, 우리의 재정적자를 완화할 수 있다고 주장합니다. 글쎄요. 여러분, 산수를 해보십시오. 저는 그렇게 하지 않을 겁니다. 제가 대통령인 한 저는 공화당의 추가 감세 안을 결코 받아들이지 않겠습니다.

 

35 저는 단지 백만장자들에게 추가적인 세금혜택을 주기 위해 중산층 가정들에게서 그들이 집을 소유하고, 아이들을 키우는데 들어간 비용을 공제받는 것을 없애지 않겠습니다. 저는 대학생들에게 더 많은 부담을 지우게 하지 않을 것입니다. Head Start program에서 아이들을 쫓아내지도, 가난하고, 나이 들고 장애가 있는 수백만의 미국인에게서 건강보험 혜택을 빼앗지도 않을 것입니다.

 

36 그리고 저는 결코 Medicare를 ‘바우처 프로그램’으로 바꾸지 않을 것입니다. 그 어떤 미국인도 그들의 황금기를 보험회사의 자비만을 바라며 지내게 할 수는 없습니다. 그들은 그들이 노력으로 얻은 돌봄 서비스와 존엄성을 가지고 은퇴할 권리가 있습니다. 네. 우리는 보다 긴 안목에서 Medicare를 개혁하고 강화할 겁니다. 그러나 우리는 그 목표를 우리의 장년층들에게 수 천 달러를 더 거둬들여서가 아니라, 의료보험의 비용을 줄임으로써 달성할 겁니다. 또한 우리는 사회보장의 약속을 책임 있는 단계를 통해 지켜갈 것입니다. 월 스트리트에 고개를 돌려서가 아니라요. 38 그건 우리가 아닙니다. 그건 우리 나라가 아닙니다. 미국인으로서, 우리는 우리의 선조들로부터 분명한, 그 어떤 개인이나 정부로부터도 빼앗길 수 없는 권리들을 부여 받았습니다. 우리는 사적 책임과 민간주도경제를 믿습니다. 우리 모두가 무조건적으로 성공할 자격이 있는 것은 아닙니다. 우리는 그것을 노력으로 얻어내야 합니다. 우리는 지금까지 인류 역사상 가장 위대한 성장과 번영의 동력인 자유시장경제 시스템과 이를 추동 해 온 몽상가, 혁신가, 위험감수자, 모험가들을 명예롭게 여깁니다.

48 여러분이 바로 의료보험 개혁을 통해 피닉스의 심장계 질환을 가진 어린 소녀가 외과수술을 받을 수 있게 해주셨습니다. 바로 당신이 그것을 해냈습니다. 여러분이 바로 의학학위를 받는 꿈조차 꿀 수 없던 콜로라도의 한 젊은이가 그 꿈을 이루게 해주셨습니다. 당신이 그것을 가능하게 만들었습니다. 여러분이 바로 미국에서 나고 자라고, 미국에서 학교를 다니고 미국의 깃발 아래 충성을 맹세한 젊은 이민자가 그녀가 조국이라 불렀던 유일한 나라에서 더 이상 강제 추방되지 않도록 만들어주셨습니다. 여러분이 바로 무고한 군인들이 그들이 누구고, 그들이 누구를 사랑하는지의 문제 때문에 군대에서 쫓겨나지 않게 만들었고, 우리와 국가를 위해 봉사한 수천의 용감한 군인 가족들이 마침내 그들의 사랑하는 이가 귀국했을 때, “welcome home”이라고 말할 수 있게 해주셨습니다.

1 Michelle, I love you. The other night, I think the entire country saw just how lucky I am. Malia and Sasha, you make me so proudbut don’t get any ideas, you’re still going to class tomorrow. And Joe Biden, thank you for being the best Vice President I could ever hope for. Madam Chairwoman, delegates, I accept your nomination for President of the United States.

 

2 The first time I addressed this convention in 2004, I was a younger man; a Senate candidate from Illinois who spoke about hope not blind optimism or wishful thinking, but hope in the face of difficulty; hope in the face of uncertainty; that dogged faith in the future which has pushed this nation forward, even when the odds are great; even when the road is long.

 

3 Eight years later, that hope has been tested by the cost of war; by one of the worst economic crises in history; and by political gridlock that’s left us wondering whether it’s still possible to tackle the challenges of our time.

 

4 I know that campaigns can seem small, and even silly. Trivial things become big distractions. Serious issues become sound bites. And the truth gets buried under an avalanche of money and advertising. If you’re sick of hearing me approve this message, believe me so am I.

5 But when all is said and done when you pick up that ballot to vote you will face the clearest choice of any time in a generation. Over the next few years, big decisions will be made in Washington, on jobs and the economy; taxes and deficits; energy and education; war and peace decisions that will have a huge impact on our lives and our children’s lives for decades to come.

 

6 On every issue, the choice you face won’t be just between two candidates or two parties. It will be a choice between two different paths for America. A choice between two fundamentally different visions for the future.

 

7 Ours is a fight to restore the values that built the largest middle class and the strongest economy the world has ever known; the values my grandfather defended as a soldier in Patton’s Army; the values that drove my grandmother to work on a bomber assembly line while he was gone.

 

8 They knew they were part of something larger a nation that triumphed over fascism and depression; a nation where the most innovative businesses turned out the world’s best products, and everyone shared in the pride and success from the corner office to the factory floor. My grandparents were given the chance to go to college, buy their first home, and fulfill the basic bargain at the heart of America’s story: the promise that hard work will pay off; that responsibility will be rewarded; that everyone gets a fair shot, and everyone does their fair share, and everyone plays by the same rules from Main Street to Wall Street to Washington, DC.

 

9 I ran for President because I saw that basic bargain slipping away. I began my career helping people in the shadow of a shuttered steel mill, at a time when too many good jobs were starting to move overseas. And by 2008, we had seen nearly a decade in which families struggled with costs that kept rising but paychecks that didn’t; racking up more and more debt just to make the mortgage or pay tuition; to put gas in the car or food on the table. And when the house of cards collapsed in the Great Recession, millions of innocent Americans lost their jobs, their homes, and their life savings a tragedy from which we are still fighting to recover.

 

10 Now, our friends at the Republican convention were more than happy to talk about everything they think is wrong with America, but they didn’t have much to say about how they’d make it right. They want your vote, but they don’t want you to know their plan. And that’s because all they have to offer is the same prescription they’ve had for the last thirty years:

“Have a surplus? Try a tax cut.”

“Deficit too high? Try another.”

“Feel a cold coming on? Take two tax cuts, roll back some regulations, and call us in the morning!”

 

11 Now, I’ve cut taxes for those who need it middle-class families and small businesses. But I don’t believe that another round of tax breaks for millionaires will bring good jobs to our shores, or pay down our deficit. I don’t believe that firing teachers or kicking students off financial aid will grow the economy, or help us compete with the scientists and engineers coming out of China. After all that we’ve been through, I don’t believe that rolling back regulations on Wall Street will help the small businesswoman expand, or the laid-off construction worker keep his home. We’ve been there, we’ve tried that, and we’re not going back. We’re moving forward.

 

12 I won’t pretend the path I’m offering is quick or easy. I never have. You didn’t elect me to tell you what you wanted to hear. You elected me to tell you the truth. And the truth is, it will take more than a few years for us to solve challenges that have built up over decades. It will require common effort, shared responsibility, and the kind of bold, persistent experimentation that Franklin Roosevelt pursued during the only crisis worse than this one. And by the way those of us who carry on his party’s legacy should remember that not every problem can be remedied with another government program or dictate from Washington.

 

13 But know this, America: Our problems can be solved. Our challenges can be met. The path we offer may be harder, but it leads to a better place. And I’m asking you to choose that future. I’m asking you to rally around a set of goals for your country goals in manufacturing, energy, education, national security, and the deficit; a real, achievable plan that will lead to new jobs, more opportunity, and rebuild this economy on a stronger foundation. That’s what we can do in the next four years, and that’s why I’m running for a second term as President of the United States.

 

14 We can choose a future where we export more products and outsource fewer jobs. After a decade that was defined by what we bought and borrowed, we’re getting back to basics, and doing what America has always done best: We’re making things again.

 

15 I’ve met workers in Detroit and Toledo who feared they’d never build another American car. Today, they can’t build them fast enough, because we reinvented a dying auto industry that’s back on top of the world.

 

16 I’ve worked with business leaders who are bringing jobs back to America not because our workers make less pay, but because we make better products. Because we work harder and smarter than anyone else. I’ve signed trade agreements that are helping our companies sell more goods to millions of new customers goods that are stamped with three proud words: Made in America.

 

17 After a decade of decline, this country created over half a million manufacturing jobs in the last two and a half years. And now you have a choice: we can give more tax breaks to corporations that ship jobs overseas, or we can start rewarding companies that open new plants and train new workers and create new jobs here, in the United States of America. We can help big factories and small businesses double their exports, and if we choose this path, we can create a million new manufacturing jobs in the next four years. You can make that happen. You can choose that future.

 

18 You can choose the path where we control more of our own energy. After thirty years of inaction, we raised fuel standards so that by the middle of the next decade, cars and trucks will go twice as far on a gallon of gas. We’ve doubled our use of renewable energy, and thousands of Americans have jobs today building wind turbines and long-lasting batteries. In the last year alone, we cut oil imports by one million barrels a day more than any administration in recent history. And today, the United States of America is less dependent on foreign oil than at any time in nearly two decades.

 

19 Now you have a choice between a strategy that reverses this progress, or one that builds on it. We’ve opened millions of new acres for oil and gas exploration in the last three years, and we’ll open more. But unlike my opponent, I will not let oil companies write this country’s energy plan, or endanger our coastlines, or collect another $4 billion in corporate welfare from our taxpayers.

 

20 We’re offering a better path a future where we keep investing in wind and solar and clean coal; where farmers and scientists harness new biofuels to power our cars and trucks; where construction workers build homes and factories that waste less energy; where we develop a hundred year supply of natural gas that’s right beneath our feet. If you choose this path, we can cut our oil imports in half by 2020 and support more than 600,000 new jobs in natural gas alone.

 

21 And yes, my plan will continue to reduce the carbon pollution that is heating our planet because climate change is not a hoax. More droughts and floods and wildfires are not a joke. They’re a threat to our children’s future. And in this election, you can do something about it.

 

22 You can choose a future where more Americans have the chance to gain the skills they need to compete, no matter how old they are or how much money they have. Education was the gateway to opportunity for me. It was the gateway for Michelle. And now more than ever, it is the gateway to a middle-class life.

 

23 For the first time in a generation, nearly every state has answered our call to raise their standards for teaching and learning. Some of the worst schools in the country have made real gains in math and reading. Millions of students are paying less for college today because we finally took on a system that wasted billions of taxpayer dollars on banks and lenders.

 

24 And now you have a choice we can gut education, or we can decide that in the United States of America, no child should have her dreams deferred because of a crowded classroom or a crumbling school. No family should have to set aside a college acceptance letter because they don’t have the money. No company should have to look for workers in China because they couldn’t find any with the right skills here at home.

 

25 Government has a role in this. But teachers must inspire; principals must lead; parents must instill a thirst for learning, and students, you’ve got to do the work. And together, I promise you we can out-educate and out-compete any country on Earth. Help me recruit 100,000 math and science teachers in the next ten years, and improve early childhood education. Help give two million workers the chance to learn skills at their community college that will lead directly to a job. Help us work with colleges and universities to cut in half the growth of tuition costs over the next ten years. We can meet that goal together. You can choose that future for America.

 

26 In a world of new threats and new challenges, you can choose leadership that has been tested and proven. Four years ago, I promised to end the war in Iraq. We did. I promised to refocus on the terrorists who actually attacked us on 9/11. We have. We’ve blunted the Taliban’s momentum in Afghanistan, and in 2014, our longest war will be over. A new tower rises above the New York skyline, al Qaeda is on the path to defeat, and Osama bin Laden is dead.

 

27 Tonight, we pay tribute to the Americans who still serve in harm’s way. We are forever in debt to a generation whose sacrifice has made this country safer and more respected. We will never forget you. And so long as I’m Commander-in-Chief, we will sustain the strongest military the world has ever known. When you take off the uniform, we will serve you as well as you’ve served us because no one who fights for this country should have to fight for a job, or a roof over their head, or the care that they need when they come home.

 

28 Around the world, we’ve strengthened old alliances and forged new coalitions to stop the spread of nuclear weapons. We’ve reasserted our power across the Pacific and stood up to China on behalf of our workers. From Burma to Libya to South Sudan, we have advanced the rights and dignity of all human beings men and women; Christians and Muslims and Jews.

 

29 But for all the progress we’ve made, challenges remain. Terrorist plots must be disrupted. Europe’s crisis must be contained. Our commitment to Israel’s security must not waver, and neither must our pursuit of peace. The Iranian government must face a world that stays united against its nuclear ambitions. The historic change sweeping across the Arab World must be defined not by the iron fist of a dictator or the hate of extremists, but by the hopes and aspirations of ordinary people who are reaching for the same rights that we celebrate today.

 

30 So now we face a choice. My opponent and his running mate are new to foreign policy, but from all that we’ve seen and heard, they want to take us back to an era of blustering and blundering that cost America so dearly.

 

31 After all, you don’t call Russia our number one enemy and not al Qaeda unless you’re still stuck in a Cold War time warp. You might not be ready for diplomacy with Beijing if you can’t visit the Olympics without insulting our closest ally. My opponent said it was “tragic” to end the war in Iraq, and he won’t tell us how he’ll end the war in Afghanistan. I have, and I will. And while my opponent would spend more money on military hardware that our Joint Chiefs don’t even want, I’ll use the money we’re no longer spending on war to pay down our debt and put more people back to work rebuilding roads and bridges; schools and runways. After two wars that have cost us thousands of lives and over a trillion dollars, it’s time to do some nation-building right here at home.

 

32 You can choose a future where we reduce our deficit without wrecking our middle class. Independent analysis shows that my plan would cut our deficits by $4 trillion. Last summer, I worked with Republicans in Congress to cut $1 trillion in spending because those of us who believe government can be a force for good should work harder than anyone to reform it, so that it’s leaner, more efficient, and more responsive to the American people.

 

33 I want to reform the tax code so that it’s simple, fair, and asks the wealthiest households to pay higher taxes on incomes over $250,000 the same rate we had when Bill Clinton was president; the same rate we had when our economy created nearly 23 million new jobs, the biggest surplus in history, and a lot of millionaires to boot.

 

34 Now, I’m still eager to reach an agreement based on the principles of my bipartisan debt commission. No party has a monopoly on wisdom. No democracy works without compromise. But when Governor Romney and his allies in Congress tell us we can somehow lower our deficit by spending trillions more on new tax breaks for the wealthy well, you do the math. I refuse to go along with that. And as long as I’m President, I never will.

 

35 I refuse to ask middle class families to give up their deductions for owning a home or raising their kids just to pay for another millionaire’s tax cut. I refuse to ask students to pay more for college; or kick children out of Head Start programs, or eliminate health insurance for millions of Americans who are poor, elderly, or disabled – all so those with the most can pay less.

 

36 And I will never turn Medicare into a voucher. No American should ever have to spend their golden years at the mercy of insurance companies. They should retire with the care and dignity they have earned. Yes, we will reform and strengthen Medicare for the long haul, but we’ll do it by reducing the cost of health care not by asking seniors to pay thousands of dollars more. And we will keep the promise of Social Security by taking the responsible steps to strengthen it not by turning it over to Wall Street.

 

37 This is the choice we now face. This is what the election comes down to. Over and over, we have been told by our opponents that bigger tax cuts and fewer regulations are the only way; that since government can’t do everything, it should do almost nothing. If you can’t afford health insurance, hope that you don’t get sick. If a company releases toxic pollution into the air your children breathe, well, that’s just the price of progress. If you can’t afford to start a business or go to college, take my opponent’s advice and “borrow money from your parents.”

 

38 You know what? That’s not who we are. That’s not what this country’s about. As Americans, we believe we are endowed by our Creator with certain inalienable rights rights that no man or government can take away. We insist on personal responsibility and we celebrate individual initiative. We’re not entitled to success. We have to earn it. We honor the strivers, the dreamers, the risk-takers who have always been the driving force behind our free enterprise system the greatest engine of growth and prosperity the world has ever known.

 

39 But we also believe in something called citizenship a word at the very heart of our founding, at the very essence of our democracy; the idea that this country only works when we accept certain obligations to one another, and to future generations.

 

40 We believe that when a CEO pays his autoworkers enough to buy the cars that they build, the whole company does better.

 

41 We believe that when a family can no longer be tricked into signing a mortgage they can’t afford, that family is protected, but so is the value of other people’s homes, and so is the entire economy.

 

42 We believe that a little girl who’s offered an escape from poverty by a great teacher or a grant for college could become the founder of the next Google, or the scientist who cures cancer, or the President of the United States and it’s in our power to give her that chance.

 

43 We know that churches and charities can often make more of a difference than a poverty program alone. We don’t want handouts for people who refuse to help themselves, and we don’t want bailouts for banks that break the rules. We don’t think government can solve all our problems. But we don’t think that government is the source of all our problems any more than are welfare recipients, or corporations, or unions, or immigrants, or gays, or any other group we’re told to blame for our troubles.

 

44 Because we understand that this democracy is ours.

 

45 We, the People, recognize that we have responsibilities as well as rights; that our destinies are bound together; that a freedom which only asks what’s in it for me, a freedom without a commitment to others, a freedom without love or charity or duty or patriotism, is unworthy of our founding ideals, and those who died in their defense.

 

46 As citizens, we understand that America is not about what can be done for us. It’s about what can be done by us, together, through the hard and frustrating but necessary work of self-government.

 

47 So you see, the election four years ago wasn’t about me. It was about you. My fellow citizens you were the change.

 

48 You’re the reason there’s a little girl with a heart disorder in Phoenix who’ll get the surgery she needs because an insurance company can’t limit her coverage. You did that. You’re the reason a young man in Colorado who never thought he’d be able to afford his dream of earning a medical degree is about to get that chance. You made that possible. You’re the reason a young immigrant who grew up here and went to school here and pledged allegiance to our flag will no longer be deported from the only country she’s ever called home; why selfless soldiers won’t be kicked out of the military because of who they are or who they love; why thousands of families have finally been able to say to the loved ones who served us so bravely: “Welcome home.”

 

49 If you turn away now if you buy into the cynicism that the change we fought for isn’t possiblewell, change will not happen. If you give up on the idea that your voice can make a difference, then other voices will fill the void: lobbyists and special interests; the people with the $10 million checks who are trying to buy this election and those who are making it harder for you to vote; Washington politicians who want to decide who you can marry, or control health care choices that women should make for themselves.

 

50 Only you can make sure that doesn’t happen. Only you have the power to move us forward.

 

51 I recognize that times have changed since I first spoke to this convention. The times have changed and so have I.

 

52 I’m no longer just a candidate. I’m the President. I know what it means to send young Americans into battle, for I have held in my arms the mothers and fathers of those who didn’t return. I’ve shared the pain of families who’ve lost their homes, and the frustration of workers who’ve lost their jobs. If the critics are right that I’ve made all my decisions based on polls, then I must not be very good at reading them. And while I’m proud of what we’ve achieved together, I’m far more mindful of my own failings, knowing exactly what Lincoln meant when he said, “I have been driven to my knees many times by the overwhelming conviction that I had no place else to go.”

 

53 But as I stand here tonight, I have never been more hopeful about America. Not because I think I have all the answers. Not because I’m naive about the magnitude of our challenges.

 

54 I’m hopeful because of you.

 

55 The young woman I met at a science fair who won national recognition for her biology research while living with her family at a homeless shelter she gives me hope.

 

56 The auto worker who won the lottery after his plant almost closed, but kept coming to work every day, and bought flags for his whole town and one of the cars that he built to surprise his wife he gives me hope.

 

57 The family business in Warroad, Minnesota that didn’t lay off a single one of their four thousand employees during this recession, even when their competitors shut down dozens of plants, even when it meant the owners gave up some perks and pay because they understood their biggest asset was the community and the workers who helped build that business they give me hope.

 

58 And I think about the young sailor I met at Walter Reed hospital, still recovering from a grenade attack that would cause him to have his leg amputated above the knee. Six months ago, I would watch him walk into a White House dinner honoring those who served in Iraq, tall and twenty pounds heavier, dashing in his uniform, with a big grin on his face; sturdy on his new leg. And I remember how a few months after that I would watch him on a bicycle, racing with his fellow wounded warriors on a sparkling spring day, inspiring other heroes who had just begun the hard path he had traveled. He gives me hope.

 

59 I don’t know what party these men and women belong to. I don’t know if they’ll vote for me. But I know that their spirit defines us. They remind me, in the words of Scripture, that ours is a “future filled with hope.”

 

60 And if you share that faith with me if you share that hope with me I ask you tonight for your vote. If you reject the notion that this nation’s promise is reserved for the few, your voice must be heard in this election. If you reject the notion that our government is forever beholden to the highest bidder, you need to stand up in this election. If you believe that new plants and factories can dot our landscape; that new energy can power our future; that new schools can provide ladders of opportunity to this nation of dreamers; if you believe in a country where everyone gets a fair shot, and everyone does their fair share, and everyone plays by the same rules, then I need you to vote this November.

 

61 America, I never said this journey would be easy, and I won’t promise that now. Yes, our path is harder but it leads to a better place. Yes our road is longer but we travel it together. We don’t turn back. We leave no one behind. We pull each other up. We draw strength from our victories, and we learn from our mistakes, but we keep our eyes fixed on that distant horizon, knowing that Providence is with us, and that we are surely blessed to be citizens of the greatest nation on Earth.
